Major New Laws in Effect

1. 24/7 Rear Visibility (AB 544)

• What changed: E-bikes must be equipped with a rear red reflector or a solid/flashing red rear light with a built-in reflector at all times (both day and night).
• The rule: Previously required only in darkness, it is now mandatory during all hours of operation. The light or reflector must be visible from 500 feet away.

2. Strict Battery Certification (SB 1271)

• What changed: All new e-bikes, lithium-ion batteries, and charging systems sold or leased in California must be safety-certified by an accredited laboratory.
• The rule: Systems must meet rigorous anti-fire safety standards like UL 2849 or UL 2271. A permanent label with the testing lab's logo and standard must be affixed directly to the device.

4. Expanded Police Impoundment Powers (AB 875)
