Portland residents who meet the income requirements can receive substantial financial assistance toward a new electric bike through the Portland Rides E-Bike Rebate Program.
Funded by the Portland Clean Energy Community Benefits Fund (PCEF), Portland Rides launched on April 6, 2026. The program is designed to make electric transportation more affordable for lower-income Portland residents while reducing transportation-related greenhouse gas emissions. The City of Portland plans to invest $20 million over five years, with a goal of deploying more than 6,000 e-bikes by the end of 2029.
As of October 2026, eligible residents can apply for rebates worth up to $1,600 for a standard e-bike or $2,350 for a cargo e-bike, plus a separate $300 accessories rebate. However, the final standard/cargo rebate release for 2026 occurred on August 17. Applications remain open year-round, and applicants already in the pool will automatically be considered during the 2027 rebate releases.

How Much Is the Portland E-Bike Rebate?
The amount depends on the type of electric bike or adaptive equipment purchased.
| Eligible Purchase | Maximum Rebate |
|---|---|
| Standard Class 1 or Class 2 e-bike | $1,600 |
| Cargo Class 1 or Class 2 e-bike | $2,350 |
| Adaptive e-bike | $8,500 |
| Adaptive electric or wheelchair conversion | $2,800 |
| Approved accessories | $300 |
The $300 accessories benefit is issued separately from the e-bike rebate. Eligible accessories include helmets, locks, lights, mirrors, racks, panniers, baskets, child seats, rain gear, fenders, pumps, flat-repair kits, saddles, pedals, and certain other approved items.
This is effectively a point-of-sale rebate rather than a reimbursement program. Once approved, participants use their rebate at a participating Portland retailer instead of purchasing an eligible bike at full price and waiting to be reimbursed.
Who Qualifies for the Portland E-Bike Rebate?
For the standard and cargo e-bike program, applicants must:
- Live within the City of Portland
- Be 18 years or older
- Have household income at or below 60% of Area Median Income (AMI)
- Have a valid email address
- Complete the required online e-bike safety training
- Purchase the bike from a participating Portland retailer
- Agree not to resell the e-bike for at least one year
The program uses 2025 AMI figures for eligibility through December 31, 2026.
2026 Portland E-Bike Rebate Income Limits
| Household Size | Maximum Household Income |
|---|---|
| 1 person | $52,140 |
| 2 people | $59,580 |
| 3 people | $67,020 |
| 4 people | $74,460 |
| 5 people | $80,460 |
These limits apply to the standard/cargo program through December 31, 2026. Future applicants should check the program website because income limits may be updated.
What E-Bikes Qualify?
Not every electric bike qualifies for Portland Rides.
For the standard/cargo program, eligible bikes must generally be new Class 1 or Class 2 e-bikes appearing on the program's Qualified Products List.
A Class 1 bike provides pedal assistance up to 20 mph. A Class 2 bike may have both pedal assistance and a throttle, with motor assistance limited to 20 mph.
Eligible standard and cargo bikes must also:
- Have two or three wheels
- Have tires measuring at least 20 inches
- Have a motor rated at 750W or less
- Be new and fully assembled
- Meet UL 2271 battery safety standards
- Be purchased through a participating Portland retailer
The Qualified Products List is updated throughout the program, so shoppers should confirm that a specific model is approved before purchasing it.
What E-Bikes Do Not Qualify?
The standard/cargo rebate currently excludes:
- Class 3 e-bikes with assistance up to 28 mph
- Electric mountain bikes
- E-bike conversion kits
- Used or refurbished e-bikes
- Demo bikes
- Open-box e-bikes
Conversion systems may qualify under the separate adaptive program, but not under the standard/cargo rebate.
How to Apply for the Portland E-Bike Rebate
The standard/cargo application process begins with the required online safety training. Applicants must save the completion certificate and upload it with their application.
After applying, eligible applicants enter an automated random selection process. Standard and cargo rebate releases are scheduled three times per year. Applicants who are not selected remain in the pool automatically for future drawings through the 2026–2029 program period, unless they withdraw their application. Waiting longer does not currently increase an applicant's odds of selection.
If selected, applicants must submit documents verifying their income and Portland address. The program guide states that selected applicants have eight calendar days to upload the required documentation. After successful verification, rebates are generally issued within 14 days.
Accepted income documentation can include qualifying benefit documentation such as SNAP, Oregon Health Plan/Medicaid, TANF, WIC, LIHEAP, HUD Housing Choice Voucher, TriMet's reduced-fare program for low-income riders, SSI/SSDI documentation, or the first page of a federal Form 1040. The program specifically states that pay stubs and W-2s are not currently accepted as proof of income.
How Long Do You Have to Use the Rebate?
Standard and cargo recipients have 60 days to redeem their rebates at participating Portland retailers.
Recipients receive two separate rebates: one for the e-bike and another for accessories. The accessory rebate can be used at a different participating retailer, but it must be spent in a single transaction and cannot be combined with the e-bike rebate.
It is important to use both rebates within the redemption period. If a participant uses only one and allows the other to expire, the unused rebate becomes inactive, and the participant generally cannot reapply. The program says a one-time extension may sometimes be possible if the recipient contacts customer service within 14 days after expiration.
Where Can You Use the Portland E-Bike Rebate?
Rebates cannot simply be used at any online e-bike seller. They must be redeemed through a participating brick-and-mortar retailer located within the City of Portland. Participating retailers must stock qualified products, provide maintenance support, and offer recipients a complimentary 90-day post-purchase new-bike checkup.
The current participating-retailer list includes shops such as The eBike Store, Clever Cycles Bike & Ebike Store, and River City E-Bikes, among others. Because the participating list can change, applicants should check the official retailer directory before deciding where to buy.
What About the Portland Adaptive E-Bike Rebate?
Portland Rides also has a substantially larger incentive for residents who need an adaptive e-bike because of a chronic or permanent disability and cannot safely use a standard or cargo e-bike without modification.
The adaptive program provides up to $8,500 toward a new adaptive e-bike or up to $2,800 toward an eligible electric or wheelchair conversion, plus up to $300 for accessories. Applicants generally must have household income at or below 80% AMI.
However, there is an important current restriction: as of October 2026, Portland Rides is not accepting new adaptive e-bike applications because of high demand. The program says any reopening will be announced at least one week in advance. Applications already submitted remain under review.
Consider the Himiway D5 2.0 20" for Everyday Riding
If you're comparing e-bikes for commuting, errands, or recreational rides around Portland, the Himiway D5 2.0 20" is another option worth considering. Its compact 20-inch fat-tire design combines a low, approachable frame with full suspension, making it particularly attractive for riders who want comfort without moving to a larger, heavier-feeling bike.
The D5 2.0 20" features a 750W motor with 90Nm of torque, a 48V 15Ah battery, torque and cadence sensors, and a payload capacity of up to 440 lbs. Himiway rates its pedal-assist range at up to 70 miles, giving it enough capacity for longer commutes and weekend rides as well as everyday trips.
For riders specifically shopping for a class 2 ebike, the D5 2.0 20" also offers throttle functionality and configurable riding modes. That flexibility can be useful when starting from a stop, tackling hills, or simply taking a break from pedaling.
If you're searching for an ebike for sale while planning to use a Portland Rides rebate, however, don't choose a bike based on specifications alone. Portland requires standard and cargo rebate purchases to meet program requirements and appear on its current Qualified Products List. Confirm that the exact Himiway D5 2.0 20" configuration is approved and available through a participating Portland retailer before purchasing it with the rebate.
Even if you're purchasing without the rebate, the combination of compact sizing, fat tires, full suspension, strong payload capacity, and long claimed range makes the Himiway D5 2.0 20" a practical option to compare with other everyday e-bikes.
Is the Portland E-Bike Rebate Still Available in 2026?
Yes, applications for the standard/cargo program remain open, but the 2026 rebate releases have finished.
The final standard/cargo rebate release of 2026 took place on August 17, 2026. Residents can still submit an application now. Applicants who have already applied and were not selected will automatically remain in the pool for the 2027 rebate releases; they do not need to submit another application.
This distinction is important: the Portland e-bike rebate program itself has not ended. It is a multi-year program funded through 2029. Only the 2026 standard/cargo rebate release cycle has concluded.
Is the Portland E-Bike Rebate Worth Applying For?
For an eligible Portland resident, the program can substantially reduce the cost of switching from a car or conventional bicycle to an e-bike.
A qualifying standard e-bike can receive as much as $1,600, while a qualifying cargo e-bike can receive up to $2,350. Adding the separate $300 accessories rebate means an approved cargo-bike recipient could potentially receive up to $2,650 in combined bike and accessory assistance.
The biggest limitations are the income requirement, random selection process for standard/cargo rebates, restriction to approved Class 1 and Class 2 models, and requirement to purchase through participating Portland retailers.
Because applications remain open year-round and unsuccessful applicants automatically carry forward into later rebate releases, eligible Portland residents interested in the program can apply now rather than waiting for the 2027 rebate dates to be announced.
