What are ebike "Classes" and what do they mean?
Electric bikes come in three Classes: Class 1, Class 2 and Class 3. Sometimes, they’re referred to with Roman numerals as Class I, Class II and Class III, but these designations mean exactly the same thing.
The three classes of ebike are typically defined as follows:
- Class 1: These ebikes are pedal-assist only so they have no throttle. The maximum assisted speed is 20 mph.
- Class 2: These ebikes also have a maximum speed of 20 mph, but they also have a throttle.
- Class 3: Like Class 1, Class 3 ebikes are pedal-assist only (i.e. no throttle), but they have a maximum assisted speed of 28 mph.
Class 1 and Class 2 ebikes are the most widely used in the U.S. as they have the fewest restrictions surrounding who can ride them and where you can ride. You can usually ride these ebikes mostly anywhere you can ride a traditional, non-powered bike.
Class 3 ebikes are faster and more powerful, and with that comes some additional restrictions, including age and where you can ride. For instance, many states don’t allow Class 3 ebikes on bike paths.

Which states have helmet requirements?
In the United States, 25 states and Washington D.C. enforce helmet requirements for eBike riders and passengers. Among these, Connecticut, Maryland, West Virginia, Massachusetts, and Louisiana mandate helmets for all ages and across all eBike classes and bicycles.(https://helmets.org/ebikelaws.htm)
Helmet laws in other states can be intricate, often tailored to specific eBike classes or age groups. Notably, 25 states do not impose helmet mandates for any eBike class or rider age.
In states with tiered eBike classifications, helmets are typically obligatory for Class 3 eBike riders at a minimum, with additional requirements for younger riders across various bike classes.
While most states accept bicycle helmets, Alabama stands out by necessitating a motorcycle helmet for eBike riders as it categorizes every eBike as a motor-driven cycle. Although not universally mandated by law, Himiway advocates for helmets for all eBikers to prioritize safety.
